As a new underlying IT technology, blockchain has recently received widespread attention from the industry. Blockchain improves information security, realizes self-vibration in the generation, transmission and storage of information, and uses a trust-building mechanism with integrated algorithms and technologies to change the traditional information verification model that relies on central nodes. It builds a network for asset transactions and value transfer between multiple participants without the assistance of intermediaries. It reduces the cost of establishing credit, promotes the maintenance and fulfillment of contractual relationships and rules by establishing and executing smart contracts, and creates a good market environment. With the technical advantages of open and transparent data, high information security, and strong traceability, blockchain is expected to change the Internet governance model, promote the Internet to become a new type of credit infrastructure, realize the effective transfer of value, improve existing business rules, build a new industrial collaboration model, and improve its coordinated circulation effect. It is expected to accelerate the process of social digitization, promote the digitization of various commodities, and expand reproduction, especially conducive to the implementation of our country's strategies such as strengthening the construction of a strong manufacturing country and a strong network country.

The development of blockchain has also brought new opportunities and challenges to the software and information technology service industry. From a technical perspective, blockchain technology is a universal underlying technical framework. Recently, the blockchain industry chain has received extensive attention from all walks of life. Therefore, more than 600 people attended this meeting today, and some people who hoped to attend the meeting have not been able to do so due to venue restrictions. This may be due to the industry's attention to this matter. Capital, intelligence and other resources are accelerating the convergence, promoting the accelerated evolution of the blockchain technology industry. According to statistics from research institutions, the global venture capital investment in blockchain has exceeded 1.4 billion US dollars, and there are more than 800 companies engaged in the development of blockchain technology. Application solutions cover cross-border payments, cloud storage, data identity management and medical data. Internationally, a number of open source software tools and communities have been formed to promote the research and development of various industry applications, forming a variety of models of public chains, private chains and alliance chains to meet the requirements of different application scenarios and build an industrial ecosystem. At the same time, we must clearly realize that blockchain technology itself still needs to be improved and enhanced. Although the industry has actively carried out optimization and balance in terms of blockchain cost, security and efficiency, blockchain still has problems such as easy waste of computing and power resources, its own performance and efficiency need to be improved, and privacy protection and security need to be strengthened. In addition, the integration of blockchain with the regulatory systems of various industries is also an issue that cannot be ignored.

Overall, blockchain is still in the exploration and research stage, and its in-depth promotion and application still requires a process of integrated development and the joint efforts of all parties in the industry. my country has a certain technical and industrial foundation in the field of blockchain technology and industry, and has carried out fruitful application exploration in some fields. Market attention and corporate participation continue to increase, and it is in a period of opportunity for blockchain innovation, development and application. In order to adapt to the situation of industrial development at home and abroad, and systematically promote blockchain technology and industry research, standard development and application promotion, etc., the Ministry of Industry and Information Technology and the Information Software Service Industry Department organized the China Electronics Standardization Research Institute and various backbone enterprises in the blockchain field to jointly initiate the establishment of the China Blockchain Technology and Industry Development Forum, integrate domestic industrial forces, deeply analyze the opportunities and challenges brought by the development of blockchain, organize the compilation of the "China Blockchain Technology and Application White Paper", and related standard formulation work, and continuously clarify the promotion path of industrial development, and promote the rapid and healthy development of my country's blockchain industry.

Second, we should accelerate the application of blockchain technology, guide the software and information technology service industry, attach importance to the optimization and reconstruction of data storage, management, and usage by blockchain technology, strengthen technical reserves, increase R&D investment, and accelerate the promotion to form solutions for industry applications. For industries and fields with good basic conditions and strong demonstration applications, explore and organize pilot demonstration work to promote the integrated development of blockchain technology and industry applications.

Third, we should accelerate the construction of the standard system in the field of blockchain, focus on the key links of industrial development, accelerate the deployment and formulation of key and urgently needed standards, and gradually improve the application and standard system of blockchain technology. Actively participate in the development of relevant international standards, connect with the organization of open source and community of international standards, strengthen the exchange and cooperation between the National Standards Committee and the International Organization for Standardization, and continuously enhance the international voice of my country's standard work. We also hope that all the experts and entrepreneurs present here will make full use of the forum platform to jointly improve the environment for the development of my country's blockchain industry and make positive contributions and wisdom to the prosperity of my country's blockchain industry ecology.
