Following the cracking of the "Hero Chain" major virtual digital currency fraud case in 2019, the Zhuhui police in Hengyang City continued to make efforts and recently successfully cracked a major virtual digital currency Twitter wallet platform fundraising fraud case, with the amount involved reaching more than 30 million yuan, and 5 criminal suspects were arrested.
In August 2019, several victims came to the Zhuhui Public Security Bureau to report that they had been defrauded by a virtual digital currency wallet platform called "Twitter". The total amount of defrauded was more than 2 million yuan. Now the platform can no longer withdraw cash, and the platform's person in charge and promoter have disappeared.
After investigation, it was found that in the second half of 2018, the suspect Han Mouguo found Zhou Mou, Wang Mou, Hu Mou, and Pan Mou to conspire to develop the Twitter Wallet virtual digital currency wallet platform project, claiming that the company was registered in the United States and had foreign investment.
In January 2019, the Twitter Wallet platform was officially launched and promoted online and offline in many places. The platform first claimed that as long as members registered in the platform account and recharged digital currency worth more than 500 US dollars to start COS mode (smart quantitative trading), they could get a monthly return of 6%-19%, and they could also get high commissions by developing downline members. The digital currency principal recharged by members to the platform could be in and out at any time, and there would be interest every day; and it was claimed that members could recharge digital currency directly in the form of cash RMB through the platform's one-coin exchange function. Step by step, the victims were led into the quagmire of the scam.
Initially, members could withdraw their earnings through the platform. However, starting in late May 2019, the victims increased their investment, but members of the Twitter Wallet platform were unable to withdraw their money. They reported the situation of being unable to withdraw money to the head of the Hengyang market team of the Twitter Wallet platform several times, but the problem was not solved and they were kicked out of the platform WeChat group. After realizing that they were deceived, the victims reported to the police one after another.
After investigation, the police found that after the platform received the money recharged by members through the one-coin exchange function, Han Mouguo and others used the backend operation to recharge the corresponding amount of digital currency recharged by the member to the member account in the form of digital points, so that the member account showed the corresponding digital currency assets, but in fact they did not really help the member to buy virtual currency. The money that the platform members used the one-coin exchange function to purchase digital currency for recharge was directly transferred to the bank account of the relatives of the platform controller. After the incident, Han Mouguo and others absconded with the money.
According to preliminary investigations and statistics, from January 2019 to date, the Twitter Wallet platform has developed a total of about 1,000 members, with victims spread across Hunan, Zhejiang, Guangdong, Anhui, Guizhou, Beijing and other places. The platform has absorbed member deposits including virtual digital currency and cash in RMB with a total value of more than 30 million RMB.
At present, criminal compulsory measures have been taken against five suspects including Han Mouguo, and two suspects are still at large. The case is still under further investigation.
