The project covers an area of ​​about 20 acres, and will build a cloud computing center next to the Dechang Yonglang large-scale substation, expand the steel structure plant and 110kv substation. The annual output value is expected to be about 200 million yuan, and the annual profit and tax is about 10 million yuan.

On March 2, Dechang County reached an agreement with Green Power Sales Co., Ltd., and the Dechang County Hydropower Consumption Demonstration Zone Project was officially signed. Covering an area of ​​about 75 acres, with an estimated investment of 1.5 billion yuan, the computing center project will accommodate about 150,000 computing servers. It is expected to be completed by the end of June and can achieve an annual sales revenue of 400 million yuan after completion.

On March 3, Ningnan County and Sichuan Ruiyi Xigu Technology Co., Ltd. signed an investment agreement for the Ningnan County Abandoned Hydropower Consumption Industrial Park Cloud Computing Data Center Project. The project has a planned total investment of 500 million yuan and the construction site is in Tianhe Village, Ningyuan Town, Ningnan County.

On March 11, Mianning County and Sichuan Huamao Technology Co., Ltd. signed an investment agreement for the Mianning County Abandoned Hydropower Consumption Industrial Park Cloud Computing Data Center Project. The project plans to invest a total of 1 billion yuan. The cloud computing big data center with a total power load of about 300,000 kilowatts will be built in three phases. After completion, the annual operating income will be about 300 million yuan and the annual tax payment will be about 15 million yuan.

On March 19, Ningnan County and Chengdu Junchen Jiaqi Technology Co., Ltd. signed an investment agreement for the integrated cloud computing and hydrogen production project in the Ningnan County Abandoned Hydropower Consumption Industrial Park. The project has a planned total investment of 500 million yuan and is located in Heinigou Village, Ningyuan Town, Ningnan County. The project will be divided into two phases to build a cloud computing and hydrogen production project with a total power load of approximately 250,000 kilowatts.

In August 2019, with the approval of the National Development and Reform Commission, the General Office of the Sichuan Provincial Government issued the "Implementation Plan for the Construction of Hydropower Consumption Industry Demonstration Zones in Sichuan Province", which determined that pilot projects for hydropower consumption industry demonstration zones would be carried out in six cities and prefectures, including Ganzi, Panzhihua, Ya'an, Leshan, Liangshan, and Aba. These areas are remote and have poor transportation. It is almost impossible for heavy industries with large electricity consumption to invest in the area. The only ones that actually consume electricity are mining companies.

It is reported that the market transaction price of abandoned hydropower during the flood season of qualified enterprises in the hydropower consumption demonstration area is about 0.075 yuan/kWh, plus the transmission and distribution price of 0.04 yuan/kWh and the government fund of about 0.02-0.047 yuan/kWh, the household electricity price is 0.135-0.162 yuan/kWh. However, the overall trusteeship electricity price is still around 0.22.

It is reported that after Ya'an and Ganzi clearly supported the development of the blockchain industry, Liangshan, Aba and other places are also planning to introduce similar policies to support the implementation and electricity use of legal and compliant blockchain projects with complete construction procedures and perfect electricity use procedures, and crack down on the behavior of power plants arbitrarily transferring power to mines without obtaining relevant construction procedures, so as to maintain the order of electricity supply and use, and regulate it according to law and develop healthily.

An insider involved in the project told Wu Blockchain that the Sichuan Provincial Government promoted the construction of a hydropower consumption demonstration zone mainly to legally consume abandoned hydropower and promote economic development. In the past, a large number of power stations directly supplied electricity to mining sites without construction procedures, illegally occupied land, built in violation of regulations, and had serious fire hazards and safety risks. In addition, the projects were not approved and registered, electricity was not used in compliance, and enterprises did not pay taxes...

He said that after the policy of hydropower consumption demonstration zone is introduced and implemented, it will vigorously promote the establishment and operation of blockchain enterprises with complete construction procedures, perfect electricity use procedures, and legal and compliant operations, gradually clean up and close illegal and non-compliant direct power supply "mines", and guide the transfer of "mining machines" to compliant "mines", so as to achieve a win-win situation for all parties, such as stable mining by "miners", compliant operation of "mines", consumption of abandoned hydropower by power generation enterprises, increase of network fee income by power supply companies, and increase of fund and tax revenue by local governments.
