Exclusive: Sichuan mine hydropower consumption is expected to reach 5 billion kWh in the whole year and will double next year

Sichuan's mines consume about 30 billion kWh of electricity throughout the year, of which hydropower consumption parks account for 1/6. With the progress of compliance, this figure is expected to double next year.

1.371 billion kWh is equivalent to the annual power consumption of a large mine, mainly because the annual transaction of hydropower consumption ended at the end of April. The mines in the newly built consumption area this year did not catch up with the annual transaction and could only conduct monthly transactions later. 1.371 billion kWh is mainly the annual transaction electricity consumption, and the monthly transaction has not yet been counted. The annual estimate is 5 billion kWh.

Data shows that in 2019, 19 enterprises in Ya'an participated in the construction of the hydropower consumption demonstration zone, with a total transaction volume of 374 million kWh. As of the end of May, 27 customers on the client side of the Ya'an Hydropower Consumption Demonstration Zone had signed transaction contracts this year, with a total contract volume of 857.5 million kWh, more than double that of last year.

In other areas, Leshan City has identified 15 companies to participate in hydropower trading, involving 573 million kWh of electricity. Ganzi Tibetan Autonomous Prefecture's new big data park sold 439 million kWh of electricity, increasing revenue by 123 million yuan; Ganzi Power Supply Company sold more than 2.1 billion kWh of electricity, reaching a historical high.

Among them, Kedi Big Data Company consumed 193 million kWh of electricity in May, and its annual electricity consumption is about 1.44 billion kWh. Among the first batch of "hydropower consumption demonstration enterprises" announced by Sichuan, Xiaojin County Kedi Big Data Storage Technology Co., Ltd., Blackwater Kedi Big Data Technology Co., Ltd., and Malkang Kedi Technology Co., Ltd. are all among them.

According to the staff of Sichuan Power Trading Center, if enterprises choose the comprehensive electricity price for the whole year, their transmission and distribution price will be implemented at a single price of 0.105 yuan per kilowatt-hour; if they choose the abandoned hydropower price, their transmission and distribution price can be as low as 0.04 yuan per kilowatt-hour during the flood season. This means that according to the demonstration area electricity price policy, compared with the large industrial transmission and distribution price standard of Sichuan Power Grid approved by the state, enterprises can spend 0.149 to 0.24 yuan less for every kilowatt-hour of electricity used.

Wu said that the blockchain learned that the market transaction price of abandoned hydropower during the flood season of qualified enterprises in the hydropower consumption demonstration area is about 0.065-0.075 yuan/kWh, plus the transmission and distribution price of 0.04 yuan/kWh and the government fund of about 0.02-0.047 yuan/kWh, the household electricity price is 0.135-0.162 yuan/kWh, but it does not include land costs, high voltage costs, other factors, etc. The overall trusteeship electricity price is still around 0.22.

In addition, since this year is the first year that the Sichuan Province Hydropower Consumption Industry Demonstration Zone policy has been truly implemented on a large scale, many projects have not been able to start construction due to incomplete procedures, or some built mines cannot coordinate electricity. However, several large projects have been able to buy electricity and are running relatively stably, but the final electricity price is still different for each company.

It is reported that the Sichuan Provincial Department of Economics and Information Technology and the Sichuan Power Exchange Center will announce the second and final list of companies included in the hydropower consumption demonstration zone this year.

In August 2019, the General Office of the Sichuan Provincial Government issued the "Implementation Plan for the Construction of Hydropower Consumption Industry Demonstration Zones in Sichuan Province", which determined that six cities and prefectures, including Ganzi, Panzhihua, Ya'an, Leshan, Liangshan, and Aba, would carry out pilot projects for hydropower consumption industry demonstration zones. These areas are remote and have poor transportation. It is almost impossible for heavy industries with large electricity consumption to invest in the area. The only ones that actually consume electricity are mining companies.

In April this year, the People's Government of Ya'an City, Sichuan Province officially issued the "Implementation Opinions on Building a Hydropower Consumption Demonstration Zone to Support the Development of the Blockchain Industry". This may be the first time in 18 years that a local government has issued a document to clearly support mining during the flood season, which is very rare.

At the same time, due to the conflict of interest between the consumption park and the direct-supply mines, the development of the consumption park will squeeze the living space of the direct-supply mines. Sichuan State Grid has issued a clear document, emphasizing the protection of compliant mines and cracking down on direct-supply mines. Some direct-supply mines have been cut off from power. On the afternoon of the 17th, State Grid Sichuan convened a meeting of 25 power plants to demand the management of illegal direct-supply mines.

However, in the 2018 Sichuan government document No. 26 on the reform of the Sichuan power system, it was proposed to actively and steadily explore and promote the pilot projects of "dedicated power supply" and "direct power supply", carefully formulate pilot plans, and carry out pilot projects for the construction of hydropower consumption industry demonstration zones near power sources with serious water abandonment .
