An insider involved in the project told Wu Blockchain that the Sichuan Provincial Government promoted the construction of a hydropower consumption demonstration zone mainly to legally consume abandoned hydropower and promote economic development. In the past, a large number of power stations directly supplied electricity to mining sites without construction procedures, illegally occupied land, built in violation of regulations, and had serious fire hazards and safety risks. In addition, the projects were not approved and registered, electricity was not used in compliance, and enterprises did not pay taxes...

He said that after the policy of hydropower consumption demonstration zone is introduced and implemented, it will vigorously promote the establishment and operation of blockchain enterprises with complete construction procedures, perfect electricity use procedures, and legal and compliant operations, gradually clean up and close illegal and non-compliant direct power supply "mines", and guide the transfer of "mining machines" to compliant "mines", so as to achieve a win-win situation for all parties, such as stable mining by "miners", compliant operation of "mines", consumption of abandoned hydropower by power generation enterprises, increase of network fee income by power supply companies, and increase of fund and tax revenue by local governments.

In June, Sichuan Power Exchange Center Co., Ltd. stated that the annual electricity trading in Sichuan in 2020 has been completed. Among them, the hydropower consumption industry demonstration zone has currently traded about 1.371 billion kWh of electricity. 1.371 billion kWh is equivalent to the annual electricity consumption of a large mine, mainly because the annual trading of hydropower consumption ended at the end of April. The newly built mining area this year did not catch up with the annual trading and could only conduct monthly trading later. 1.371 billion kWh is mainly the annual trading electricity, and the monthly trading has not yet been counted. It is expected to be 5 billion kWh for the whole year, which will set a record high. The annual electricity consumption of Sichuan mines is about 30 billion kWh, and the electricity consumption of hydropower consumption parks will account for 1/6. With the progress of compliance, this figure is expected to double next year.

Wu said that the blockchain learned that the market transaction price of abandoned hydropower during the flood season of qualified enterprises in the hydropower consumption demonstration area is about 0.065-0.075 yuan/kWh, plus the transmission and distribution price of 0.04 yuan/kWh and the government fund of about 0.02-0.047 yuan/kWh, the household electricity price is 0.135-0.162 yuan/kWh, but it does not include land costs, high voltage costs, other factors, etc. The overall trusteeship electricity price is still around 0.22.

However, since this year is the first year that the policy of Sichuan Province's hydropower consumption industry demonstration zone has been truly implemented on a large scale, many projects have not been able to start construction due to the lack of complete procedures, or some built mines cannot coordinate electricity (such as Aba). However, several large projects have been able to buy electricity and are operating relatively stably, but the final electricity price varies from one project to another.
