It hopes to provide corresponding services to storage clients through this practical solution, accelerate the construction of high-quality network services, and ensure that additional rewards and subsidies reach where they are most needed. Filecoin Plus Proposal Principles The behavior of Filecoin Plus participants (root key holders, notaries, clients) should be simple and transparent, and any decision about Filecoin Plus, from approvals by root key holders and notaries, to DataCap allocation decisions, to governance changes should be reviewed by people without special privileges in the network and governed within a community-driven framework. All parties in Filecoin Plus (root key holders, notaries, and clients) start with limited trust. Over time, additional trust needs to be earned by performing duties honestly and acting transparently. Participants found to be violating governance principles or performing poorly relative to expectations will be rotated out or retired. If disputes inevitably arise on specific issues, relatively cheap and quick methods should be used that can produce clear results while providing sufficient due process to support the fairness of the results. Roles and responsibilities in the proposal In this proposal, the main roles include root key holders, notaries, and storage clients. The root key holder is the signatory of the multi-signature on-chain and has the power to appoint and remove notaries. Any operation requires a majority of selected root key holders’ multi-signatures to execute. The responsibilities of the root key holder are to exercise the decisions made on the community governance chain and take timely action on the final decision. The role of the root key holder is not to make subjective decisions, but to act as an executor of decisions made on the community chain. The operating space and functions of the root key holder are also limited by design. Any violation of this authorization will result in the immediate removal of the root key holder in question through FIP. As a trustee of the Filecoin network, the Notary Public entrusts DataCap to the Notary Public for use in a manner consistent with these Principles. The notary's responsibilities are: assign DataCap to clients to subsidize reliable and useful storage on the network. Based on the information provided, verify that the client has received the DataCap corresponding to the guaranteed trust level. Clients are active participants in the network and are assigned DataCap for their use cases. Clients can use their DataCap to incentivize on-chain nodes to provide features and services that meet their specific requirements. Witnesses will vet clients to ensure that they receive DataCap commensurate with their reputation and needs, and that they allocate that DataCap responsibly. The client's responsibilities are to: reasonably allocate the DataCap obtained from the notary and deploy the DataCap responsibly according to the principles. Follow the operating guidelines, record the decision-making process, and respond to any requests for review of its allocation decisions. Notary application -> Score review -> Notary collects requests and allocates DataCap -> Client issues order and allocates DataCap -> On-chain node accepts order and stores - > Apply again The specific process is as follows: 1. Notary Public Application Potential notaries must submit an application and answer questions to qualify as a notary. The governance community scores potential notaries based on the degree of specified conditions. Once qualified, the notary will be approved to allocate DataCap and the root key holder will be notified to deploy the allocation on-chain. 3. Notary collects requests and distributes DataCap Once the notary has obtained the DataCap available for distribution, they will respond to the distribution request from the client in their preferred method (publicly through Github, privately through email, etc.), and distribute DataCap to the client after reviewing the client and following the relevant principles. 4. Client issues order and allocates DataCap Once clients receive DataCap allocated by the notary, they can flexibly plan and arrange DataCap and choose suitable nodes to store it. 5. On-chain node order storage When the on-chain node receives the "verified" transaction storage data from the client and completes the order, the node will obtain the effective computing power of the original value of the file multiplied by 10 times . When the client needs more DataCap, they can reapply to the notary for other allocations. It is worth noting that the notary may request the client to obtain the previous DataCap allocation information before granting a new DataCap. Of course, after this proposal came out, everyone was attracted by the tenfold effective computing power, but at the same time everyone also raised doubts, whether tenfold limited computing power also means tenfold pledge.
