In order to thoroughly implement the important speech of General Secretary Xi Jinping on accelerating the innovation and development of blockchain technology and industry, and exploring the use of blockchain data sharing models to bring better government service experience to the people, in accordance with the unified deployment of the city, the Beijing Municipal Government Services Management Bureau, Beijing Municipal Science and Technology Commission, and Beijing Municipal Bureau of Economy and Information Technology organized relevant units to speed up the construction of blockchain applications in the field of government services and achieved phased results. On this basis, the Beijing Blockchain Working Group Expert Group compiled the "Beijing Municipal Government Services Field Blockchain Application Innovation Blue Book (First Edition)" and officially released it recently. This blue book is the first blue book on the application of blockchain in the field of domestic government services, and it has a high reference and reference significance for the promotion of blockchain applications in the field of government services in brother provinces and cities across the country and even other countries.

The Blue Book affirms the necessity, feasibility and important value of blockchain construction in Beijing's government service field from the perspectives of "new infrastructure", digital government construction, and promoting the modernization of the national governance system and governance capabilities. Due to its inherent trust mechanism, blockchain is a "trusted" information infrastructure in the "new infrastructure" and plays a key role in the new generation of integrated information technology. Vigorously promoting the application of blockchain in the field of government services will help further improve the efficiency of government service data sharing and business collaboration, promote the development of "programmable government affairs", promote "Internet + government services", help the government's digital transformation, and innovate government management methods and build a new social governance system.

The blue paper outlines the overall blueprint for the development of blockchain in Beijing's government services sector. The government services sector is one of the seven major application areas of blockchain in Beijing. The core framework of the top-level design of blockchain applications in the government services sector mainly includes: building a unified government blockchain technology application standard; building government data circulation, openness and sharing capabilities based on business needs; promoting cross-departmental and cross-regional government services integrated collaborative construction; building a digital government governance framework based on blockchain; promoting the formulation and improvement of relevant laws and regulations to ensure that blockchain construction is carried out in an orderly and compliant manner.

The blue book summarizes the half-year work experience of blockchain application in the field of government services in Beijing and the phased results of improving the effectiveness of government services. Since November 2019, under the overall coordination of the city's blockchain working group and the full guidance of the expert group, the Beijing Municipal Government Services Management Bureau, the Municipal Science and Technology Commission, and the Municipal Economic and Information Bureau have organized relevant units to speed up the construction of blockchain applications in the field of government services. At present, 140 specific scenarios have been implemented in the field of government services, realizing "chain" sharing of data to reduce materials, "chain" business to save time, and "chain" services to promote resumption of production, with an average reduction of 40% in materials. The number of runs in many scenarios has been reduced from five or six times to "at most one run", which has made positive contributions to the coordinated promotion of epidemic prevention and control and economic and social development, deepening the "delegation, regulation and service" reform, and optimizing the business environment.

The Blue Book introduced 12 excellent application cases. After case collection and expert selection, the 12 excellent cases introduced the understanding of blockchain technology, solutions to existing problems, and scenario application effects. Among them, the Beijing-Tianjin-Hebei customs clearance facilitation and airport international logistics blockchain platform of the Municipal Bureau of Commerce shared the data of customs, ports, commerce, taxation, parks, cargo stations and other units on the chain to improve the efficiency of cross-border trade. The blockchain-based enterprise electronic identity authentication information system of the Municipal Local Financial Regulatory Bureau and the blockchain-based small and medium-sized enterprise financial service platform of Haidian District reduced the data reported by enterprises by 80% and saved 40% of the time for opening bank accounts, helping to solve the problem of "difficult financing" for small and medium-sized enterprises. The Municipal Finance Bureau uses blockchain technology to pilot and promote the application of blockchain financial electronic bills in the fields of medical care and donations. The real estate registration system based on blockchain of the Municipal Planning and Natural Resources Commission realizes the "full online processing" of "inter-enterprise stock non-residential sales" and other businesses, reducing 100,000 trips. Beijing Municipal Government Service Administration's blockchain-based electronic certificate multi-terminal application, through high-frequency electronic certificates "on the chain", 253 business-related matters and 65 personal matters can be handled without carrying paper certificates, and 100,000 documents can be simplified throughout the year, providing common basic applications for blockchain applications in the city's government service field. Haidian, Xicheng, Chaoyang, Shunyi, Beijing Economic and Technological Development Zone, etc. have implemented district-level pilot scenarios such as Zhongguancun high-tech enterprise certification, high-skilled talent training subsidies, microfinance enterprise establishment changes, nurse practice registration, medical assistance, medical insurance reimbursement, policy fulfillment "one-stop" service, and "do one thing well" theme matters, and extended to the grassroots level of streets (townships).

The Blue Book showcases the leading advantages of Beijing's blockchain enterprises, industries, technologies and applications, gives play to the spillover effects of Beijing's blockchain technologies and services, and demonstrates Beijing's determination and confidence to drive technology iteration and industrial development through applications, seize the commanding heights of blockchain industry development, and build a highland for blockchain scientific and technological innovation, application demonstration, industrial development, and innovative talent.

The Blue Book looks forward to the direction of the next step of optimization and development. Facing the future "programmable government affairs" scenario based on blockchain 3.0, guided by the technical specifications of the government affairs blockchain platform, we will further improve the consensus algorithm, improve the efficiency of smart contracts, deepen the application of blockchain technology in business collaboration, and make blockchain technology better applied to government affairs service scenarios, so as to promote the construction of a more refined, diversified, intelligent, and convenient high-quality digital government, and continuously improve the level of government digital governance.

The Blue Book was compiled by the Technical General Group and the Expert Group on Blockchain Applications in the Government Services Field of the Beijing Blockchain Working Group Expert Group. The Beijing Microchip Edge Computing Research Institute and the China Electronics Technology Standardization Research Institute are supporting units, and the Beijing Municipal Government Services Management Bureau, the Municipal Science and Technology Commission, and the Municipal Economic and Information Technology Bureau are organizing units. The Blue Book embodies the thinking and exploration of current experts, government departments, enterprises, and scientific research institutions, and proposes a path for promoting and improving the blockchain application construction model in the government service field. As a rapidly developing emerging technology, the underlying foundation and upper-level applications of blockchain technology are still in the early stages of development. This Blue Book is the first edition. When the scene applications are richer and the technical cognition is more in-depth, it will be updated in a timely manner to form a rapid iteration mechanism of "doing, using, summarizing, and optimizing".
