In response to the problem that enterprises and the public in the jurisdiction generally do not have a deep understanding of the harm of virtual currency "mining" activities, the Development and Reform Bureau of Chancheng District, Foshan City, under the guidance of the superior department, has formed a special working group together with the public security, Internet information and other relevant departments and towns and streets to go deep into the industrial parks and villages to carry out comprehensive prevention and control of virtual currency "mining" and resolutely open up the "last mile" of virtual currency "mining" rectification work.

Large-scale media digital industrial parks are one of the key areas for virtual currency "mining". During the inspection, the special working group of Chancheng District, Foshan City, found that the network security inspection personnel in a park within its jurisdiction had limited skills, insufficient network data security management, and an incomplete network security monitoring system.

To ensure that the rectification of virtual currency "mining" achieves real results, the working group of Chancheng District, Foshan City, jointly with the park management unit, has formulated and implemented the "Self-inspection and Self-correction Plan for Virtual Currency "Mining" Activities in the Park", and promoted a series of comprehensive prevention and control measures: First, resolutely crack down on virtual currency "mining" in the park, and immediately investigate and deal with it once discovered and report it to the relevant departments; second, organize network security training to cultivate awareness of network security and law-abiding; third, improve the park's network monitoring system, sort out and plug the park's network security loopholes; fourth, upgrade the park's network security equipment, and strengthen network security behavior management; fifth, strictly manage and control the companies settled in the park, and sign supplementary network security agreements.

Through the implementation of the plan, the park has established a mechanism for investigating and comprehensively managing virtual currency "mining" activities, forming a good situation of collective prevention and control, and laying the foundation for maintaining the sustained and stable results of the park's rectification of "mining" activities.

Dongguan City attaches great importance to the rectification of virtual currency "mining" and has clearly required all towns, streets (parks) to combine the rectification of "mining" with other law enforcement inspections, focusing on comprehensive investigations of subleased factories and "three small places".

In October last year, Qingxi Town seized Dongguan City's first centralized "mining" den in a sub-rented factory and cleared more than 260 mining machines. After that, Qingxi's experience was promoted to all towns and streets (parks) for learning and reference. As of mid-March, Dongguan City and town departments had dispatched a total of 6,050 inspections, cleared 24 centralized "mining" dens, 35 individual "mining" cases, and cleared and seized a total of 2,957 "mining machines".

On March 2, the Dongguan Municipal Development and Reform Bureau, the Public Security Bureau and the local town and street governments seized a centralized virtual currency "mining" den in a rented factory building in the Yinmandi Industrial Park on Yuehai Avenue in Xiegang Town. About 1,000 "mining machines" and some "mining machine" parts to be assembled were seized on the spot. According to data from the power supply department, since the "mining" began in July last year, the monthly electricity consumption in the 2,000 square meter factory building has exceeded 900,000 kWh, which has brought serious negative impacts on Dongguan's energy consumption "dual control" and the country's dual carbon strategy.

Next, Dongguan City will resolutely implement the national and provincial work arrangements on rectifying virtual currency "mining", continue to maintain a high-pressure situation on "mining" activities, and investigate and deal with any violations discovered.

In accordance with the principles of hierarchical responsibility, classified processing, compliance with laws and regulations, and active and prudent measures, Yunfu City has strengthened local management responsibilities. Led by the Development and Reform Department, it has organized the forces of Industry and Information Technology, Public Security, Internet Information Office, Power Supply, and the three major telecommunications operators to continuously create a high-pressure situation to regulate virtual currency "mining."

On March 15, 2022, the Development and Reform Bureau of Luoding City, Yunfu City, together with the Bureau of Industry and Information Technology, the Public Security Bureau, the Cyberspace Administration of China, the Power Supply Bureau, and the Telecommunications Company, formed a joint inspection team. Through big data analysis, they conducted verification work on suspected virtual currency "mining" addresses in the jurisdiction. An illegal virtual currency mining "mine" was found in Luoding Qiaoyu Stationery Manufacturing Co., Ltd. in Hejiang Village, Jiayi Town, Luoding City. The "mine" has been mining for some time under the cover of the stationery manufacturing workshop. The joint inspection team cut off the power supply to the "mine" on site, seized 554 "mining machines", and will further deal with the companies involved in accordance with laws and regulations.

In the next step, Yunfu City will, in accordance with the work arrangements of the Provincial Party Committee and the Provincial Government, resolutely crack down on the behavior of engaging in virtual currency "mining" under the guise of "informatization, big data, and high technology", continue to maintain a high-pressure situation, unswervingly implement the new development concept, and take the green and low-carbon development path. The results of supervision and guarantee of implementation will be transformed into practical results to promote the high-quality development of Yunfu City.
