Although voting governance is the default governance method of DAO, in the Web3 brand market solution that I have been exploring recently, assuming the large-scale application of the DAO model in the Web3 brand market, in addition to the mnemonic problem, the DAO voting problem is also a major problem that hinders scalability.

There are many ways to solve a problem, and directly bypassing the problem is also a way, so why not make a bold assumption, what is the governance mechanism that does not require voting? However, if we want to realize this governance model of Athenian democracy, then we still need to understand the creation and operation mechanism of Athenian democracy.

The establishment of Athenian democracy requires several key conditions. First, the citizens of Athens are a political community that follows the same constitution and moral laws.
