Gao Lulin: Good morning, distinguished guests! I would like to share some of my personal learning views here, and discuss with you the direction in which China's blockchain technology will develop and how to ensure its healthy development.

In fact, blockchain technology is very popular in China. Many people are interested in it and many people are working in this field. There is no lack of in-depth research and insightful opinions. At the same time, we can see that there are still different opinions. For example, are blockchain technology and Bitcoin the same thing? I think there is a very close connection between the two. Now Bitcoin is talked about a lot both internationally and in China.

For example, in Brazil, in the first half of 2016, the Bitcoin trading volume in Brazil reached 47 million US dollars, which exceeded the gold trading volume in Brazil in 300 years. In June, the Bitcoin trading volume was twice that of gold trading volume. For example, in Argentina, the Argentine government banned the use of Uber, so Argentina turned to Bitcoin to pay for Uber rides.

Are we studying Bitcoin or the technology behind it? If we simply study currency, we must solve the problem of whether the development of Bitcoin will directly affect a country's monetary policy from the perspective of international economy and international politics.

In the study of currency, we need to study it from both the policy perspective and the international economic perspective. I don’t know if you agree with this view. But this does not mean that this technology has no place to play its role in finance.

I think the most important research area of ​​blockchain is finance. This year, a meeting of governors of 90 countries was held in Washington . It was clearly pointed out at the meeting that many countries must take action in digital currency. At this year's Davos meeting, it was clearly stated that blockchain technology will occupy the core position of the financial system. Zhou Xiaochuan, governor of the People's Bank of China , also proposed that the direction of currency reform is digital currency. So I think the first direction of our industry is to study how to make good use of financial policies and embed blockchain technology. This is also understandable.

We have entered a market economy and a legal economy. This economy is based on credit and data security. We can see all these characteristics from the possibilities provided by blockchain technology. Its development has greatly developed our Internet technology. Now we have big data, cloud computing, the Internet of Things, and artificial intelligence. These things are combined with our credit, confidentiality, traceability, distribution, and blockchain technology. We can think of the core position in financial reform in the future. Blockchain technology will definitely play a very important role. This is the first point I want to talk about.

Second, if we view blockchain technology as the development of Internet information, combined with the requirements of a market economy and the confidentiality of data, and add this series of things together, we will consider that it can be used in many aspects.

For example, we have the Electronic Signature Law, but this is also included in our blockchain. We talk about data confidentiality. Now we also use this to obtain electronic evidence and obtain justice. In Beijing and Hangzhou, this security technology is used, and this blockchain also has it. Distributed confidentiality is like our Internet. If part of the network is destroyed, the entire network is intact, and the data is the same. Therefore, I think if this issue is combined with electronic trade, it may be a very important aspect that the G20 meeting this year should study.

I would like to talk about intellectual property protection here. At present, there are many lawsuits involving mobile phone intellectual property rights. We need to know that when these technologies were developed, such as Qualcomm , 3G, 4G, and 5G, when we started to use them, others had already occupied the position and applied for patents, forming communication standards, which are composed of many necessary patents.

I think that our blockchain technology is just beginning, and it has been developed for less than 10 years. There are many aspects of technology that are being studied in depth. So I would like to use this opportunity to remind everyone that when there is a prospect of application in the early stage of research, you should apply for a patent. If you do not apply for a patent, you will have to pay a huge price if you want to use this technology later. In my experience, all the underlying technologies should be patented, and there is an architecture, that is, the entire architecture is also the content that we should apply for a patent.

In addition, each of its applications has a specific application field, and this application field has a specific solution, which itself forms an independent solution. Any independent technical solution that meets the patent principles of creativity and practicality should be able to apply for a patent. We all see that China's Internet is developing rapidly and has already led the world in some aspects. Why can't we imagine that our blockchain technology, through everyone's efforts, may also be comprehensive or ahead in some aspects. In order to protect it, everyone must have a concept of intellectual property rights.

The commodity economy itself is a credit economy. If your business activities are recorded from beginning to end, and this record cannot be changed and can be retrieved at any time, people will gradually cultivate the principle of integrity. So I think that blockchain technology will be linked to integrity in the future, and integrity is combined with the principles of market economy, confidentiality, market, data, and indestructibility. So I would like to take this opportunity to emphasize that we hope to see more single technologies, complete sets of technologies, supporting technologies, and supporting solutions in various fields, all of which can have a concept of intellectual property rights.

Of course, people also say that blockchain technology can also be used in our intellectual property itself, such as our current contract registration, domain name registration, trademark registration, software registration, and many copyright protections must be registered in advance. What is the current registration situation? There are special organizations to do it. If we use blockchain technology, many problems will be solved, including the launch of intellectual property works on the Internet. If we manage the works on the Internet, I can trace back to when and when this technology was used, and whether this technology is yours. I can also provide our judicial department as electronic evidence to resolve these disputes.
