Guiyang's first "blockchain + targeted poverty alleviation" project was launched

Recently, the blockchain assistance system, Guiyang’s first “blockchain + targeted poverty alleviation” project developed by Wanglu Technology for Guiyang Hongyun Community, was officially launched.

Precision poverty alleviation is the country's top livelihood project. Hongyun Community in Baiyun District, Guiyang City is a key demonstration community of Guiyang's "Big Data + Big Livelihood" project. As of March 2017, the community's people in need include three categories: low-income households, medical assistance households, and temporary assistance households, totaling 143 people. Among them, 102 low-income households, 37 temporary assistance households, and 8 people applied for medical assistance. In addition, there are 197 disabled people in the jurisdiction. In 2016, the community issued a total of 716,814 yuan in low-income subsidies, assistance, and nursing subsidies for severely disabled people, including: 102 low-income households: 857 households and 1,214 people were issued a total of 487,034 yuan in low-income subsidies throughout the year. 8 people received medical assistance: 81,760 yuan was issued. 33 households received temporary assistance: 70,000 yuan was issued. 3 households and 9 people applied for temporary relief funds for urban and rural difficulties: 900 yuan was issued; 1 household applied for emergency relief: 50,000 yuan was issued; among the 197 disabled people: 52 people were issued nursing subsidies for severely disabled people, with an amount of 27,120 yuan.

In order to achieve the goal of building a block data city pilot zone in Guiyang, smoothly promote the construction of Hongyun Community using blockchain technology, achieve accurate and secure government data systems, provide more convenient services for disabled people and people in difficulties in the area to handle related matters, prevent fraud and favoritism, and ensure the safety and controllability of poverty alleviation funds, Guiyang Hongyun Community has joined hands with Wanglu Technology to build the Hongyun Community Blockchain Assistance System, which uses the blockchain platform to record the identity information of poor and disabled people, poverty alleviation and disability service information, and fund flow information, so as to achieve targeted poverty alleviation and disability assistance.

Wanglu Technology is a blockchain technology company with international experience. It was founded in July 2016 by Mr. Lv Xujun, former CTO and head of the Chinese market of Factom, and Mr. Wang Bo, former vice president of engineering of Factom. Both have 20 years of experience in the fields of computer and Internet finance. Wanglu Technology has obtained a tens-million-level angel round and focuses on data storage, digital assets, supply chain finance, anti-counterfeiting and traceability. For enterprises or institutions with business scenarios and needs, Wanglu Technology provides mature enterprise-level blockchain storage and digital asset basic platforms, and can be customized and deployed.

The system consists of the following parts: basic blockchain platform, relevant identity basic information storage module, relevant personnel service information management module, fund usage management module, and data display module.

The basic identity information storage module for people in need and disabled people uses the tamper-proof nature of blockchain to collect and organize information data of people in need and disabled people in the jurisdiction and upload it to the chain, allowing real identity information to be stored securely. Every time disabled people and people in need receive services and assistance, their identities are uniquely identified to avoid identity forgery and theft.

At the same time, the system is connected to the people's livelihood fund distribution system to achieve fair and transparent fund transfer during the distribution process. Each poor user can have an account and can check each of their subsidies and subsidy matters through their mobile phones. The blockchain method is used to monitor, trace, and settle the point-to-point use of people's livelihood funds, so as to achieve point-to-point distribution and accurate use of people's livelihood funds. The effectiveness of the work of helping the disabled and the poor can be maximized, the use of government livelihood funds can be guaranteed, and accurate and highly credible services can be truly provided to the disabled and the poor.

Finally, the data of the "society and cloud" system will be connected to ensure the authenticity, validity and non-tamperability of the "society and cloud" data. The sovereign blockchain social trust system of Guiyang's people's livelihood system will be realized from data traceability to data transparency, distributed storage, people's livelihood digital currency, community consensus mechanism, and closed-loop smart contracts. It will set a benchmark for the application of blockchain technology in the field of people's livelihood.

At present, the project has been officially launched at the 2017 China International Big Data Industry Expo in Guiyang.
