ETC launches Agreement No. 2020 to implement three major network proposals

On September 28, Ethereum Classic officially announced that the draft of ETC Agreement No. 2020, proposed by Donald McIntyre, former business development manager of ETC, has been submitted to the community for discussion. Agreement No. 2020 aims to seek community consensus in the short term to resolve the ETC website problem as soon as possible. The specific content is to approve and implement three proposals, ECIP-1049 (Keccak256), ECIP-1098 (Financial System) and ECIP-1100 (MESS) in accordance with ECIP-1000, and add time limits to the two proposals ECIP-1098 (Financial System) and ECIP-1100 (MESS) so that the system can eventually automatically return to the original design and core principles, but at the same time make the Keccak256 algorithm permanent. The specific contents of the three proposals are:
1.ECIP-1049 (Keccak256): Change the ETC proof-of-work algorithm to Keccak256;
2.ECIP-1098 (Financial System): It hopes to levy taxes on miners to provide funds for various developer teams and auxiliary projects to maintain ETC development.
3.ECIP-1100 (MESS): Modifies the subjective scoring of the index and adds additional index difficulty for network security.
