On this construction site, in addition to Xie Gang, more than 180 workers can also understand their income in the same way. The app, called "Anxinzhu", was launched by Chengdu Hi-tech Zone enterprise Yizhi Technology (Chengdu) Co., Ltd. (hereinafter referred to as "Yizhi Technology"). The program uses the national secret algorithm blockchain technology and was jointly developed by Yizhi Technology and the Cryptography and Computer Security Laboratory of Shanghai Jiaotong University. The construction industry has problems such as long transaction chains, high trust costs, and long settlement cycles. Disputes over migrant workers' wages are easily generated during the dispatch and calculation of work. If the workload of migrant workers is only recorded manually by management personnel, once the construction period is extended and the number of workers increases, it is inevitable that there will be problems such as errors and omissions, which are more likely to cause disputes. Now, with the help of blockchain technology, "Anxinzhu" can upload facial recognition attendance data, contract data, construction process data, work order data, performance evaluation data and other information generated in the labor employment process to the chain, and at the same time connect with relevant departments and units in the construction industry to fully and accurately record the data of migrant workers' construction process. The daily dispatch, labor calculation, and salary payment of each team are recorded, solving the problems of opacity and non-quantification of the construction process. Pu Bin, a 40-year-old rebar worker from Baiyin, Gansu, has deeply felt the convenience of "Anxinzhu". In April, after participating in a prefabricated construction demonstration project in Sichuan Province, he received a salary of more than 3,000 yuan. He can also check the detailed list of his workload and corresponding income in the system. "Anxinzhu" was launched in July last year and has been piloted in nearly 70 construction projects in 17 provinces and cities across the country, including three construction projects in Chengdu Hi-tech Zone. The issue of wage arrears for migrant workers, which is related to people's livelihood, has always been highly valued in my country. The "Regulations on Ensuring the Payment of Migrant Workers' Wages" (hereinafter referred to as the "Regulations") promulgated last year stipulates the prior prevention of wage arrears for migrant workers. The Regulations focus on the goal of eradicating the problem of wage arrears for migrant workers, adhere to source control and full-process supervision, clarify the main responsibilities and legal liabilities of employers, and increase joint punishment for illegal acts. The Ministry of Human Resources and Social Security stated that the implementation of the regulations will further promote the establishment of a sound system of zero tolerance for wage arrears, an effective supervisory work structure, and a strong law enforcement mechanism for punishment, promote the effective solution to the problem of wage arrears for migrant workers, and effectively safeguard the wage and remuneration rights and interests of migrant workers. In addition to issuing regulations, there is precedent for combining blockchain with project management to solve problems such as wage arrears for migrant workers. In August 2018, Xiongan launched the first domestic construction project fund management platform based on blockchain technology - the Engineering Construction Blockchain Information Management System. All fund application, approval, and disbursement related to engineering construction in Xiongan New Area are completed through the blockchain platform. It is understood that the platform has served thousands of enterprises, 196 engineering projects, and 140,000 migrant workers, with a total disbursement of about 20 billion yuan. Through this platform, all contracts and tickets between enterprises and general contractors, between general contractors and subcontractors, and between subcontractors and construction units are uploaded to the blockchain system.
