Notice of the Sichuan Development and Reform Commission on strengthening rectification efforts and implementing differentiated electricity prices for shutting down virtual currency "mining" projects

To the Development and Reform Commissions of all cities (prefectures), State Grid Sichuan Electric Power Company, Sichuan Energy Investment Group Co., Ltd., Sichuan Coal Industry Group Co., Ltd., all local power grid companies, and Sichuan Power Trading Center:

According to the relevant national and provincial policies and regulations on the rectification of virtual currency " mining " activities, all virtual currency " mining " activities are strictly prohibited. In order to further strengthen the rectification efforts, according to the "Notice of the National Development and Reform Commission and Other Departments on the Rectification of Virtual Currency " Mining " Activities" ( Fagaiyunxing [ 2021 ] No. 1283 ), the practical electricity price policy will be implemented for the practical electricity from the date of issuance of the document to the closure of virtual currency " mining " activities . The relevant matters are hereby notified as follows.

1. Different electricity prices will be applied to various types of electricity consumption in virtual currency " mining " activities, with a surcharge of 2 yuan per kilowatt-hour. The electricity consumption to be applied shall be the total electricity consumption of the corresponding household number. The measurement time shall be from the date of commencement of the " mining " behavior (if the start date is determined before the issuance of this notice, the measurement time shall be calculated from the date of issuance) to the date of termination of the " mining " behavior. If the measurement time is less than a complete meter reading cycle, the electricity consumption shall be determined by multiplying the average electricity consumption in the corresponding meter reading cycle by the corresponding number of days.

2. The Development and Reform Commissions of all cities (prefectures) should strengthen communication and coordination with the leading departments of local virtual currency " mining " rectification work, and coordinate them to promptly notify the relevant power grid companies and Sichuan Power Trading Center of the list of power users who should implement differentiated electricity prices and the start and end dates of implementation. Localities can refine the operating methods according to actual conditions.

3. Grid companies at all levels should earnestly do a good job in electricity bill settlement and other related work, and timely and fully collect surcharges for electricity used in virtual currency " mining " to ensure that the policy is implemented in place. At the same time, the differential electricity price surcharges for virtual currency " mining " projects shall be separately collected, reflected separately and managed in accordance with relevant national regulations, and the implementation of the previous year shall be reported to the Provincial Development and Reform Commission before the end of March each year . Please report any situations and problems encountered during the process to our Commission in a timely manner.

4. This notice shall come into effect on the date of publication and shall be valid for 5 years.
